As Mayor of the City of Vernon, and in the spirit of this gathering, I recognize the City of Vernon is located in the traditional territory of the Syilx People of the Okanagan Nation.

  • THAT Council move to the Committee of the Whole meeting.

  • THAT the meeting be closed to the public in accordance with Section 90 (1) of the Community Charter as follows:

    (c) labour relations or other employee relations;

    (e) the acquisition, disposition or expropriation of land or improvements, if the Council considers that disclosure could reasonably be expected to harm the interests of the municipality;

    (k) negotiations and related discussions respecting the proposed provision of a municipal service that are at their preliminary stages and that, in the view of the Council, could reasonably be expected to harm the interests of the municipality if they were held in public;

    AND FURTHER, that the meeting be closed to the public in accordance with Section 90 (2) of the Community Charter as follows: 

    (b) the consideration of information received and held in confidence relating to negotiations between the municipality and a provincial government or the federal government or both, or between a provincial government or the federal government or both and a third party.

  • THAT the Regular Council Meeting Agenda of July 14, 2025 be adopted.

  • THAT the Regular Council Meeting Minutes of June 23, 2025 be adopted;

    AND FURTHER, that the Public Hearing Minutes of June 23, 2025 be adopted;

    AND FURTHER, that the Committee of the Whole Meeting Minutes of June 23, 2025 be received.

  • THAT Council receive the Administration Updates dated July 14, 2025 for information.

  • THAT Council direct Administration to plant trees at Civic Memorial Park, located at 3033 37th Avenue and at Lakeview Park, located at 3001 18th Street and to temporarily provide umbrellas at Lakeview Park during the summer months;

    AND FURTHER, that funding of up to $42,000 be allocated from the Prior Year Unexpended Uncommitted Balance Reserve for the planting of the trees and purchase of temporary umbrellas.

  • THAT the following policies be rescinded:

  • THAT Council endorse early budget approval for the 43rd Avenue Corridor Improvement Project (2026-01) at a cost not to exceed $4,630,000 to be funded $3,024,000 from Community Works Funding, $310,000 from Sanitary Sewer Reserves and $1,296,000 from Roads Development Cost Charge Reserves in order to proceed with procurement;

    AND FURTHER, that Council endorse the expenditure of $900,000 of Community Works Funding and $310,000 of Sanitary Sewer Reserves in 2025 from within the overall 43rd Avenue Corridor Improvement Project (2026-01) budget.

  • THAT Council authorize early budget approval for the replacement of fleet units 015, 017, 036 and 534 at a cost not to exceed $620,000, to be funded from Vehicle and Equipment Replacement Reserve.

  • THAT Council direct Administration to allocate any unspent 2025 transit budget funds into the Transit Reserve to mitigate BC Transit operating changes compared to budget;

    AND FURTHER, that Administration is authorized to execute the Annual Operating Agreement with BC Transit dated April 1, 2025 to March 31, 2026.

  • THAT Council approve a $5,000.00 Heritage Restoration Grant (HGS00010) under the Heritage Restoration Grant Program for repairs to the front porch foundation of the house at 3005 26th Street.

Rezoning Application ZON00418, was presented to Council on June 9, 2025. Bylaw 6041, 300 and 800 Sparkling Place Zoning Map Amendment Bylaw required public notification, now complete, prior to consideration of initial readings. Link to June 9, 2025 Agenda Item 

  • THAT Bylaw 6041, "300 and 800 Sparkling Place Zoning Map Amendment Bylaw 6041, 2025", a bylaw to rezone lands from RCC - Resort Commercial Centre to RTH - Resort Tourist Housing, be read a first, second and third time.

  • THAT Bylaw 6042 “Official Community Plan Amendment Bylaw 6042, 2025”, to amend Official Community Plan Bylaw 5470, be read a 1st and 2nd time;

    AND FURTHER, that Bylaw 6043 “Zoning Bylaw Amendment Bylaw 6043, 2025”, to amend Zoning Bylaw 6000, be read a 1st and 2nd time;

    AND FURTHER, that a Public Hearing be scheduled for Bylaw 6042 and 6043 on August 11, 2025 at 5:30 pm in Council Chambers;

    AND FURTHER, that adoption of the OCP and Zoning Amendment Bylaws is subject to:

    1. The required Environmental and Hillside Development Permit be ready for issuance;

    2. The required conceptual servicing agreement be in place; and

    3. Ensure zoning is limited to match the intended use of the site.

  • THAT Bylaw 6045, “Fees and Charges (Business Licences) Amendment Bylaw 6045, 2025”, be read a first, second and third time.

Adoption of Bylaw 6012, Zoning Amendments (General Updates) Bylaw, was subject to Ministry of Transportation and Transit approval. This condition has been satisfied.

  • THAT Bylaw 6012, “Zoning Text (General Updates) Amendment Bylaw 6012, 2025”, a bylaw to amend Zoning Bylaw 6000, be adopted.
