As Mayor of the City of Vernon, and in the spirit of this gathering, I recognize the City of Vernon is located in the traditional territory of the Syilx People of the Okanagan Nation.

  • THAT Council move to the Committee of the Whole meeting.

  • THAT the meeting be closed to the public in accordance with Section 90 (1) of the Community Charter as follows:

    (e) the acquisition, disposition or expropriation of land or improvements, if the Council considers that disclosure could reasonably be expected to harm the interests of the municipality; and

    (k) negotiations and related discussions respecting the proposed provision of a municipal service that are at their preliminary stages and that, in the view of the Council, could reasonably be expected to harm the interests of the municipality if they were held in public.

  • THAT the Regular Council Meeting Agenda of June 9, 2025 be adopted.

  • THAT the Regular Council Meeting Minutes of May 26, 2025 be adopted;

    AND FURTHER that the Special Council Meeting Minutes of June 5, 2025 be adopted;

    AND FURTHER, that the Committee of the Whole Meeting Minutes of May 26, 2025 be received.

Chris Simms, Executive Director, Clinical Operations will provide an update on Primary Care and Public Health. 

  • THAT Council receives the presentation provided by Chris Simms, Executive Director with Interior Health at the June 9, 2025 Regular Council meeting.

Dr. Donna Benson and Barb Stewart will present their action research pilots of Memory Cafes to Council 

  • THAT Council receives the presentation provided by Dr. Donna Benson and Barb Stewart at the June 9, 2025 Regular Council meeting. 

Leigha Horsfield, Executive Director with Community Futures will provide Council with an update and review of current economic development projects. 

  • THAT Council receives the presentation provided by Leigha Horsfield, Executive Director with Community Futures at the June 9, 2025 Regular Council meeting. 

Mayor Cumming will recognize the Director, Financial Services, on behalf of the members of the Finance Division, as the recipient of  the Canadian Award for Financial Reporting for the fiscal year ended December 31, 2023.

  • THAT Council receive the Administration Updates dated June 9, 2025 for information.

  • THAT Council amend the original resolution of support from its Regular Meeting on December 9, 2024 for Zoning Application ZON00408 (1600 15th Street) by replacing condition ‘c) Transfer of park land north of the red line shown in Attachment 9, to be at least 3 metres south of the top of the south bank to accommodate a pathway and fencing’ with the following:

    1. Transfer of park land to the City of Vernon as shown cross-hatched and labelled PANS on Attachment 1 of the “Rezoning Conditions – 1600 15th Street (Bylaw 6029, 2025” report dated June 9, 2025;

    AND FURTHER, that all other conditions (a), (b), (d), and (e) of the original resolution remain unchanged.

  • THAT Council receive the memorandum titled “Department of National Defence Park – Washroom Operating Hours” dated June 9, 2025.

  • THAT Council direct Administration to complete the detailed design of Phase 1 of the Hesperia Landfill closure at a cost not to exceed $80,000 to be funded from the Hesperia Landfill Reserve.

  • THAT Council support Zoning Application ZON00418 to rezone Lot A, Section 11, Township 13, ODYD, Plan EPP141960 (300 Sparkling Place) and Lot 4, Section 11, Township 13, ODYD, KAP82174 Except Plan EPP141960 (800 Sparkling Place) from RCC – Resort Commercial Centre to RTH – Resort Tourist Housing as outlined in the report titled “Zoning Amendment Application for 300 and 800 Sparkling Place”, dated June 9, 2025.

  • THAT Council direct Administration to schedule a public input session on Monday, June 23, 2025 to receive comments on the 2024 Annual Report.

  • THAT Council approves the following Discretionary Grants to:

    1. BC Wildlife Federation, a grant of $8,000 (of a requested $18,000), for the purchase of one NASP-standard archery kit for use in a Vernon school.
    2. Family Resource Centre Society for the North Okanagan, a grant of $2,700, for the purchase of panic buttons.
    3. Kalamalka Starfish Society, a grant of $8,250, (of a requested $15,000) for the food costs related to 11 of the 20 schools.
    4. North Okanagan Pipes & Drums, a grant of $5,000, for uniform purchases.
    5. Okanagan Quality of Life Society, a grant of $3,000 (of a requested $6,300), for the purchase of computers, printers and software.
    6. Sadok Ukrainian Dance Ensemble of Vernon, a grant of $1,561.12, for costume purchases.
    7. Vernon Community Band (VCB), a grant of $400, for regular program funding.
    8. Vernon Amateur Athletics Association, a grant of $5,000, for the purchase of high jump mats and hurdles.
    9. Vernon Lawn Bowling, a grant of $2,000, for the purchase of a new fridge and sink.
    10. Vernon Paddling Centre Society, a grant of $2,000, to support the Adaptive Paddling Program wheelchair porta potty rental.
    11. Vernon She Shed Society, a grant of $10,000 (of a requested $20,000), for the purchase of new equipment and flooring replacement.

       

    AND FURTHER, that Council denies the following Discretionary Grants as the City has limited funds available:

    1. Hope Air request for $15,000.
    2. Mackie Lake House Foundation request for $5,000.
    3. The Vernon Montessori Society request for $10,000.

       

    AND FURTHER, that Council not consider a Discretionary Grant for the Salvation Army’s request of $75,000 as no audited financial statements were provided with the application as required in the policy;

    AND FURTHER, that Council not consider a Discretionary Grant for DB Foundation for Health Research’s request of $500 as the application was incomplete.

  • THAT Council appoint Councillor Jenelle Brewer, with Councillor Bert Marchand as the alternate, to the Tourism Commission, as the Okanagan Indian Band Representative for a two-year term.

  • THAT Council authorize [to be cited by Council], to attend the 2025 UBCM Annual Convention, to be held in Victoria from September 22 to 26, 2025, funded from the 2025 operating budget;

    AND FURTHER, that [to be cited by Council], is appointed Acting Mayor beginning Monday, September 22 at 8:00 am until Friday, September 26, 2025 at 5:00 pm.

  • THAT Bylaw 6029, "1600 15 Street Zoning Amendment Bylaw 6029, 2025", a bylaw to amend Zoning Bylaw 6000, be read a first, second and third time.
